Secretary of the Assembly of Kosovo
Based on the Rule 6.6 and 56 of Rules of Procedure of Assembly of Kosovo and based on the decision of Presidency of Kosovo Assembly of the date February the 7th 2006 , the Administration of Assembly announces the following :
VACANCY
Post Title:
Secretary of the Assembly of Kosovo
Contract: The initial contract, including a 3 months probation period will be for 3 years with possible extension.
The Secretary of the Assembly is responsible for overall management of Assembly administration. He/she ensures that Assembly administration is managed in compliance with the principles stipulated in the Constitutional Framework for Provisional Self-Government in Kosovo. The Secretary is directly accountable to the Presidency of the Assembly of Kosovo.
Main duties and responsibilities:
• Overall administration and management of the Assembly administration, and ensuring that the functions entrusted to it are implemented;
• Staffing and organizing the Assembly administration, and issuing administrative instructions on any matters pertaining to his/her functions;
• Effective and efficient management of resources provided to the Assembly;
• Implementing non-discriminatory personnel policy within Assembly administration, including equitable gender representation in all areas and levels, and ensuring that composition of personnel reflects the multi-ethnic character of Kosovo;
• Ensuring that recruitment of the staff for the Assembly administration is based on professional qualifications, competence and merit, and is undertaken through fair and open competition;
• Establishing contacts with all authorities and institutions, whose functions are related to the functions of the Assembly;
• Establishing regular contacts with all parliamentary groups in order to enable them to access the services offered by Assembly administration.
Qualifications:
• Advanced university degree in law, political sciences, civil administration or similar fields.
• Five years work experience and three years experience in management, including providing of assistance and legal advices;
• Excellent spoken and written communication skills in Albanian, Serbian and English, including excellent drafting abilities.
• Ability to perform his/her job with completely neutral and unbiased political approach is essential.
• Knowledge of any additional minority language other than Serbian is an asset;
